Funding provided by the CDFW Cannabis Restoration Grant Program for Mendocino County Cultivators. 

Services Offered

Technical Assistance Services provides support to Eligible Cultivators, may include:  

  • Biological assessments and surveys to meet Sensitive Species Habitat Review, LSAA, Environment Impact Report, and Mendocino County compliance plan specifications for CEQA compliance. 

  • Lake or Streambed Alteration Agreements (LSAA) plans and reports, such as:

    • Diversion Infrastructure Plan

    • Stream Restoration Plan

    • Revegetation Plan

    • Wildlife Mitigation Plan

    • Water Usage Report 

    • Site Management Plan

    • Water Management Plan

    • Stormwater Pollution Prevention Plan

    • Erosion Control Plan

    • Invasive Species Plan (often includes a Bullfrog Management Plan)

    • Site Dewatering/Stream Diversion Plan (for instream work where streamflow needs to be bypass the worksite and be returned to the stream)

    • Site Completion Report 

    • Project Completion Report 

  • Clearing barriers from ‘Compliance Plans’ from Mendocino County.

  • Response support for ‘Sensitive Species and Habitat Review’ Project Referral Comments by CDFW.

  • Preparing Requests to Amend or Requests to Extend for expiring Lake and Streambed Alteration Agreements. 

  • Preparing new Notifications for expired LSAAs and LSAA Operation of Law letters.

  • Preparing necessary engineer design plans to support CDFW 1600 permits.

  • Cultivation site plan modifications. 

Not Included

Technical Assistance Services for Eligible Cultivators,do not include: 

  • ​Direct payments to cultivators. 

  • Costs associated with Mendocino County Cannabis Business Facilities License, Department of Cannabis Control licenses, surety bonds, State Water Resources Control Board annual fees, cannabis taxes, 

  • Direct payments to cultivators for the purchase of water flow meters and erosion control materials.

  • Implementation projects are not included in this planning grant opportunity, including but not limited to:

    • Increasing water storage capacity

    • Culverts

    • Installing irrigation systems

    • Bulk soil purchases or clones

    • Rainwater catchment ponds

    • Road improvement or development projects 

    • ADA accessible path of travel, parking space, or bathroom

    • Defensible space

    • Engineered plans for commercial greenhouses
